A. BUDGET AMENDMENTS
1. Approve Public Health request to increase the FY 2010 budget $21,389 (includes a reduction in County Appropriation of $5,957) as noted below. (Ken Carter)
Adult Services:
$6512 INCREASE Federal funds $12,469, DECREASE County Appropriations $5,957 to reflect funds to be received from the NC Department of Health and Human Services. Funds will be used to promote new smoke-free legislation in bars, hotels, and restaurants. Public Health staff will visit these establishments November through February to educate owners/staff on the new laws and their specific responsibilities regarding the new legislation.
Family and Children:
$14,877 (1) INCREASE Other Receipts (Agency Grant-Moses Cone Wesley Long Community Health Foundation) $14,877 to be utilized in the Smart Girls Life Skills Curriculum. The Smart Girls Program currently reached over 1,200 middle and high school girls annually, providing skills and information needed to make healthy decisions. Funds will be used to implement focus groups/conduct surveys to determine the most effective approaches to reach "emerging adult" girls in the 17-24 age groups. Initial funding is for the period January 1, 2010 through June 30, 2010 (an additional $14,877 will be received for July through December 2010).
2. Approve a capital project ordinance for Hagan-Stone Park - ADA Upgrades in the amount of $1,067,250 with funding to come from 2004 park bond proceeds ($967,250) and donations ($100,000 for accessible playground). Funds will be used to construct an accessible playground and associated parking lot and walkways, as well as ADA-compliant upgrades to restrooms, the marina, and other facilities. This project is included in the approved FY 2010-2019 Capital Investment Plan. (Michael Halford)
B. CONTRACTS
1. Authorize the County Manager to execute a contract with Carolina Asphalt Paving, the lowest responsive and qualified bidder, to construct Bicentennial Greenway Phase 5, in the amount of $476,618.92 pending concurrence with award by the North Carolina Department of Transportation. This action supports the Locally Administered Project Agreement between Guilford County and NCDOT, dated May 28, 2009 that authorizes the County to undertake the Greenway project using stimulus funds. NO COUNTY FUNDS REQUESTED. (David Grantham)
2. Authorize the County Manager to execute a contract with Carolina Asphalt Paving, the lowest responsive and qualified bidder to construct the A & Y trailhead parking area, in the amount of $93,511 pending concurrence with award by the North Carolina Department of Transportation. This action supports the Locally Administered Project Agreement between Guilford County and NCDOT, dated July 14, 2009 that authorizes the County to undertake the A & Y trailhead parking project using stimulus funds. NO COUNTY FUNDS REQUESTED. (David Grantham)
C. MISCELLANEOUS
1. Approve the purchase of two complete AEV Trauma Hawk Ford F650 Medium Duty Ambulances from Northwestern Emergency Vehicles at $169,788 each or total bid $339,576 and three Ford F650 Ambulance Cab and Chassis only from Piedmont Truck Center at $60,269 each or total bid $180,807. The overall totals for the two complete ambulances and three ambulance cab and chassis are $520,383. (The lowest responsive and qualified bidders meeting all specifications.) NO ADDITIONAL COUNTY FUNDS REQUIRED. (Bonnie Stellfox)
